A Note from Joe Pizzillo

Greetings Goodyear Residents                                                        
Our family has lived in Arizona for more than 30 years and has been Goodyear residents for the past 14 years. My wife, Vickie, and I have been married for 46 years. We have one grown son, Nicholas and his wife Kristen, and are proud grandparents to Sophia Irene and Aubrey Rose Pizzillo.  
 
I am an active member of the community and belong to the Goodyear White Tanks Rotary Club, Southwest Valley Chamber of Commerce and currently serve on the Board of Directors for the Southwest Lending Closet. 
 
As your Councilmember I will continue to build on our successes of the past while working to ensure Goodyear maintains an exceptional quality of life, protects its neighborhoods from crime and blight, provides quality services in a financially responsible manner and promote job creation, quality amenities & economic growth within a business friendly environment.  As a member of your City Council, we have worked to overcome various financial challenges while maintaining a high level of core services. I have posted within this web-site a Term in Review that details some of our accomplishments since 2009.
 
I am very proud to have been able to serve this City as its Acting Mayor from November 2010 to March 2011 during turbulent times in which our Mayor had resigned and a special election was held to serve out the Mayor’s term. I feel this experience was invaluable in carrying out my duties as your City Councilmember.
 
I  will continue to bring to the table my strong financial background ensuring as the City moves forward and we deliver our services in the most cost effective manner possible.  
  
I have been a part of Goodyear’s growth for more than fourteen years and I am proud of the many positive milestones that have occurred during that time. I am looking forward to the new Harkins Movie Theater opening this Fall (2016).

I am currently an Adjunct Professor teaching accounting and finance classes for Estrella Mountain Community College, Park University and Grand Canyon University.
 
I have a Bachelor’s Degree in Accounting and a Master’s Degree in Business Administration.  
  
My comprehensive knowledge of local government financing and knowledge of the various governmental funding sources affords me the opportunity to address both opportunities and challenges going forward. 
 
I will continue to work diligently and am committed to meet all current and future needs of our City.
 
I am very proud of the City’s past accomplishments and I would like to continue my community service as a member of the City Council, maintaining Goodyear as a premier community to work, play and to raise your family. 

I would appreciate your support in the upcoming primary election which is an all mail in ballot.  Early ballots will be mailed in July 2022, with an election date of August 2022

Commitment to the Community

In a growing City such as Goodyear, there is always room for improvement; however Goodyear is steadily moving forward and headed in the right direction.  As a City Council Member,  I believe it is important to take challenging issues head on and point to results over the past term: The City has implemented very conservative fiscal policies and has set aside moneys for future principal debt payments and funded a capital equipment replacement fund.  The City surveys our citizens to ensure we are provided services desired and strive to deliver services provided at the highest level.  Working to improve the quality of life for our residents.                                      

  • At the start of my first term Goodyear was experiencing a significant structural deficit in its general fund, stresses on its service delivery model and declining revenue.  The City of Goodyear addressed the recession early on and because of its efforts finds itself in good financial condition to meet future service demands.  In addition, the City’s bi-annual customer service survey revealed that residents overall were very satisfied with the City’s level of service.

    The past several years have not always been a smooth road seeing the city facing significant challenges. I will always remain committed to addressing any and all challenges Goodyear faces.  My focus continues to be working to resolve any and all challenges or issues which is in the best overall long-term interests of Goodyear and its residents.  

    I have listed below a term in review which I feel summarizes accomplishments during the current term.  If re-elected, I will continue to build on the successes of the past.  In an economy which appears to be coming out of the deepest recession since the Great Depression, the City of Goodyear has managed to:

  • Eliminated a multi-million-dollar structural deficit entering the FY 09/10 to a structural surplus adopted in the current FY 16/17 budget year with its Rainy Day Fund 100% intact.
  • Created or retained additional jobs through the City’s economic development marketing efforts with over $300 million in capital investment by businesses. (example of efforts include Sub-Zero and Dick’s Sporting Goods).
  • Increased the City's overall net gain in various types of registered businesses. 
  • Two top priorities accomplished in our community.  Franklin Pierce University which has expanding its various higher educational programs and expanding our Goodyear Library threefold while increasing library services. 
  • Through tremendous efforts by our residents, significant numbers volunteered their services to assist the City during the recession.  We have a great community and the following stats back that up:
  • 08/09 Volunteer Count:  406 
  • 08/09 Volunteer Hours – 12,633
  • 15/16 Volunteer Count (estimate):  952
  • 15/16 Volunteer Hours (estimate): 28,000
  • To date (estimates) - volunteer hours 170,000 with savings to the City of $3,600,000

The following is a brief summary of our efforts over the past term:
  • City code compliance complaints have been on the decline.
  • The City’s vacancy rates for both industrial and commercial property has significantly decreased over the past three years as a result of both industrial and business growth.
  • The City’s food tax has been lowered for two years in a row for a total of 0.5%.
  • The City’s total property tax levied has decreased 11% or over $1.7 million since fiscal year 09/10.
  • Non-City water customers are no longer subsidizing the City's Water Company.
             
The City of Goodyear has  become more efficient by lowering the number of authorized employees per thousand from approximately 9 employees per thousand to just over seven employees per thousand. 
         
 Goodyear's bond rating has increased during the recession to AA-
        
 Goodyear has implemented a built in structural surplus to cover an increase in ballpark debt service that will be due in the year 2019.
        
We continue to examine better ways to deliver service in a more cost effective manner.

The City of Goodyear has been in the process of streamlining its Community Services Department and combining various City department efforts under one director.  The efforts will reduce the number of directors from one to two, saving money, and making the City more responsive to the business community.  .
